Abstract

The Diverse, Nutritious, Balanced, and Safe Food (B2SA) Home Food Garden Program is a government initiative aimed at strengthening household food security through home garden utilization and the empowerment of Women Farmer Groups (Kelompok Wanita Tani/KWT). However, its implementation continues to face various challenges that affect the program's sustainability. This study aimed to identify strategic issues, analyze their underlying causes, and formulate empowerment strategies for Women Farmer Groups to optimize the implementation of the B2SA Home Food Garden Program in Lumajang Regency. A qualitative approach with a case study design was employed involving one Women Farmer Group implementing the program. Fourteen informants were purposively selected, consisting of one agricultural extension officer, one group leader, six active members, and six inactive members. Data were collected through in-depth interviews, observations, and documentation, and analyzed using the interactive model of Miles, Huberman, and Saldaña. The findings revealed four major issues affecting program implementation: low member participation, inadequate extension support, weak group institutional capacity, and the limited development of value-added enterprises based on home garden products. This study proposes an integrated empowerment strategy framework that combines participation enhancement, capacity building, institutional strengthening, and enterprise development as a conceptual model for optimizing the implementation of the B2SA Home Food Garden Program.
